中文摘要：本文主要以跨国公司在中国的投资由生产制造向研究开发和管理营运转变为背景,提出这种转变也是绍兴经济发展的必然要求与发展方向,认为以跨国公司的这种转变为契机实现绍兴产业的相同转变,是绍兴吸纳世界优秀资本的出发点与核心内容.为此提出'战略对接'的概念,并对具体的绍兴发展战略与跨国公司的全球战略的对接在高教科研与产业提升两个层面进行了探讨与分析,强调招商引资中要以绍兴自身经济发展战略为出发点,不能牺牲自身利益而为招商而招商;要主动出招,而不是被动应对.

外文摘要：The author believes that, with the shift of transnational corporations' focus on investment in China from production center to R&D center and working center, the industries in Shaoxing should try to make the same shift, which is the core and springboard of the present work to attract investment from foreign companies. Thus a concept 'strategic link' is put forward, with the analysis of the link between strategies of Shaoxing economy and transnational corporations in the field of higher education and industrial advancement.
