中文摘要：企业集团财务公司违规开展票据业务发生严重信用危机达到破产条件时,应当以破产方式实现市场退出。在金融机构破产法律法规供给缺失的情况下,金融监管规章对财务公司破产进行规制具有现实必要性。财务公司破产处置的监管法规制重点和内容具有行业特殊性。金融业对外开放程度的加深和市场竞争的加剧要求尽快建立金融机构破产监管法规制体系。

外文摘要：Finance companies which meet the conditions for bankruptcy because of serious credit risks for illegally conducting bill business shall withdraw from the market.On the basis of the lack of legal supply on the bankruptcy of financial institutions,it is a necessity for financial regulations to regulate bankruptcy of finance companies,and the contents are special.The facts that financial industry is more and more open to the outside and market competition is more and more severe makes a request to build financial institution bankruptcy regulations.
