中文摘要：随着举世罕见的老龄社会到来和高龄社会的发展,"社会和谐养老"已成为经济与社会发展进程中政府必须正视与亟待破解的重要命题之一。基于向社会福祉跨越的政府行为目标,运用社会资本理论探索地方养老保障制度中政府行为优化途径,有助于保障地方养老保障制度焕发制度生命力,实现制度可持续发展。

外文摘要：Along with the development of the old-aged society and senile society uncommonly,the government should envisage and deal with the proposition of providing for the aged harmoniously in society.Basing on the government＇s behavior goals of the social well-being,we use the theories of social capital and make the research of optimizing the local government＇s behavior for make the reform of the security system for old-aged society which helps for showing the security system＇s life-force and putting the continuous development of the system into practice.
