中文摘要：互联网技术的发展在带来数字化红利的同时,也相应地滋生了治理新困境。对此,“网上枫桥经验”的提出成为问题的题中之义。通过对“网上枫桥经验”相关研究文献与实践探索的分析,以及与“枫桥经验”相比照,发现“网上枫桥经验”的内涵存在着变与不变之处。其中,“网上枫桥经验”的不变在于根本保证和价值取向上,变在于工具、重心、场域和职能上。“网上枫桥经验”治理的行动逻辑应从运行规则、手段和保障等方面加以进一步规范。

外文摘要：While bringing forth digital dividends,the development of international technology causes a new dilemma of governance.In this regard,the proposal of“Online Fengqiao Experience”has become the key issue.Based on the analysis of relative literature and practical exploration of“Online Fengqiao Experience”,and compared with the“Fengqiao Experience”,it is found that there are changes and constants in the connotations of“Online Fengqiao Experience”.The latter lies in the fundamental guarantee and value orientation,and the former in the instruments,focus,field and function.Therefore,the action logic of the“Online Fengqiao Experience”governance should be further standardized in terms of its operating rules,means and guarantees.
