中文摘要:科技创新是高技术产业发展的基础和核心动力,从投入和产出角度构建了高技术产业科技创新两阶段效率评价网络DEA模型.纵向维度上分析了浙江省大中小微型高技术企业,横向维度上比较了全省11个地市高技术产业科技创新效率.结果显示中型企业在知识创新阶段、小型微型企业在科技成果转化阶段的综合效率存在低效或者无效现象;全省高技术产业科技创新效率总体水平较低,区域间存在较大差异;不同规模和不同区域层面的高技术产业都存在知识创新阶段的综合效率高于科技成果转化阶段的综合效率现象.在此基础上,从创新资源配置、创新政策供给、创新平台建设等层面提出政策建议.

外文摘要:Scientific and technological innovation is the foundation and core driving force for the development of high-tech industry.From the perspective of input and output,the present paper constructs a two-stage efficiency evaluation network DEA model for high-tech industry.From a longitudinal perspective,the innovation efficiency on the large,medium,small and micro high-tech enterprises of Zhejiang province was analyzed;from a horizontal perspective,the high-tech industries in eleven cities were compared.The results show that there is overall inefficiency and ineffectiveness in medium-sized enterprises at the stage of knowledge innovation and smallµ-enterprises at the stage of scientific and technological achievements transformation;the overall level is low of scientific and technological innovation efficiency of high-tech industries in the province,and there are huge differences among regions;for high-tech industries at different regional levels,the comprehensive efficiency of the knowledge innovation stage is higher than that of the scientific and technological achievements.On this basis,the paper proposes such policy recommendations as innovation of resources allocation,innovation of policy supply and innovation of platform construction.
