外文摘要：The author studies the meaning of just appraisal in handling medical accident and brings forward the fair conclusion is the premise and the foundation for the hygiene administrative department,which is also the basis of protecting both patients and hospitals’legal rights.Therefore,the article analyzes the present conditions and existing problems since the regulation should be obeyed 1 year ago and brings up the more perfect way to deal with it.
