中文摘要：地方财政科技支出起着引导、激励和支持技术创新的作用,人力资本尤其是技术创新型人力资本是技术创新的源泉。文章根据浙江1990—2010年的统计数据,利用协整和误差修正模型,对地方财政科技支出、人力资本与技术创新的关系进行了实证研究。结果表明:地方财政科技支出、人力资本与科技创新之间存在着长期均衡关系,地方财政科技支出加大、人力资本水平提升都会推动科技创新,且人力资本对科技创新的长期作用更大。

外文摘要：Local fiscal expenditure on science and technology plays a role to guide, stimulate and support technological innovation. Human capital, especially that for technology innovation, is the source of technology innovation. According to the statistic data of Zhejiang province from 1990 to 2010, the paper has made an empirical study on the relationship among local fiscal expenditure on science and technology, human capital and technology innovation with the aid of co-integration and error correction model. It is shown that there was a long-term balanced relationship among the local fiscal expenditure on science and technology, human capital and technology innovation among which both the increase of local fiscal expenditure on science and technology and the improvement of human capital will lead to the promotion of the science and technology innovation. The human capital, however, will play a more important role.
