中文摘要：结合新建本科院校面临的阶段性问题和转型的内涵,本文提出新建本科院校转型发展定位应是有所侧重的多科性大学,转型发展的取向应是教学服务型大学,转型发展的策略应是有所为有所不为,转型发展的内生动力应是完善基层学术组织、优化内部管理体制,从而从结构到形态、从形式到内涵真正实现向现代大学的转型发展。

外文摘要：This paper,taking how to realize the transformation as the key issue,puts forward the opinions that newly-founded universities should make clear the connotation of transformation and the periodic problems in the first place,and the strategic positioning of the newly-founded universities should rest with the disciplinary comprehensiveness for teaching and social service,and that the strategic development policies of newly-founded universities should be optional grounded on the internal dynamics with basic academic units and optimized inner management,to realize the transformation development of modern university from structure to form and from form to connotation.
