中文摘要：基层学术组织及其治理是大学内部治理的基础和重心。近十年我国大学基层学术组织改革已形成的学部制、研究所制、学科制三种典型模式,以知识结构与知识发展为脉络,体现大学本质、符合大学发展的内在逻辑,更具有传统系(教研室)制所不具备的治理价值和优势。未来大学基层学术组织改革应坚持学术本位、学术自治、学术自律原则,因校制宜发展,通过这种自下而上的内部治理结构改革,实现行政权力与学术权力的合理分治、有效约束、规范运行,为现代大学制度建设奠定基础、提供动力。

外文摘要：The basic academic organizations and their governance are the foundation and focus of the internalgovernance in universities. With the reform of basic academic organizations,the last decade has witnessed the formation ofthree typical models as faculty system,institute system and discipline system on the basis of the knowledge structure anddevelopment,which have shown the essence of universities in accordance with the internal logic of universitydevelopment. Compared with the traditional department system（teaching and research sections）,the three typical modelshave their own specific governance values and advantages. In the future reform of basic academic organizations,we shouldstrictly follow the principles of academic orientation,academic autonomy and academic self-discipline,and develop theuniversities in accordance with their own characteristics. With the structural reform of bottom-up internal governance,wecould establish the reasonable divide-and-conquer system of administrative authority and academic authority,so as to laya solid foundation and offer motivation for the construction of modern university mechanism.
