中文摘要：医院由于医疗总费用的增加、急救绿色通道开通、无名氏病人的增加、自然灾害、传染性疾病等意外事故的抢救及医疗纠纷等原因 ,使医疗欠费增加。为防范医院医疗欠费的发生 ,在政策方面应完善社会医疗保障体系 ,建立医疗欠费基金 ,控制医疗总费用的增长 ;从医院内部完善住院、出院财务管理制度 ,正确理解并实施医疗保险相关规定 ,规范医疗行为 ,提高医疗护理质量 ;对病人应加强宣传与教育 ,对无理欠费者应通过法律途径解决。

外文摘要：The occurrence of medical cost arrear increased because of various reasons,such as the increase of total medical cost,the open of green emergency road,the increase of anonymous patients,natural calamities,contagious diseases,cure of emergency,medical disputes,and so on.To prevent the occurrence of medical cost arrear,the strategies should be developed in many fields.For example,the policy makers should perfect the medical social insurance system,set up the fund of medical cost arrear and control the increase of total medical cost;the managers of hospital should perfect the finance management system of hospitalization and discharge,practice correctly the rules of medical insurance,standardize the behavior of medical service,improve the quality of medical and nursing service,reinforce the education to patients and deal with the unreasoned medical cost arrear by law.
