中文摘要：在我国高等教育系统整体变革的背景下,我国地方本科院校需做出“创业型反应”以顺利实现应用技术型转型。基于系统科学的视角,可以将上述转型过程视为一个利益相关者系统内部不同利益相关者相互博弈的过程。地方本科院校需要管理和协调高等教育分层治理的要求与院校发展诉求、院校结构调整期待与教师专业发展需求、院校内部功能转型实践与学生成长需求的冲突、院校外部功能转型迟缓与产业部门需求的冲突及院校发展诉求与预期型利益相关者等几个方面的冲突,从打造强有力的领导核心、拓展院校发展边际、实现多元化筹资、激活学术核心、藉由学术创业打造创业文化等五个方面,实施产业导向的创业型反应。

外文摘要：In the context of the overall reform of China’s higher education system,local universities need to take“entrepreneurial response”to successfully achieve the application-oriented and technical transformation.Based on the perspective of system science,the above transformation process can be regarded as a process of game among different stakeholders within the stakeholder system.The local undergraduate colleges and universities need to manage and coordinate 5 stakeholders’conflict relations:the higher education requirement of governance and local universities developmental demands,the structural adjustment of local universities and the teacher’professional development requirements,local universities internal functions transformation practice and students’growing demand,the slow rhythm of transformation of local universities and the demand of industry,and expectations of prospective stakeholders and the developmental situation of local universities.To coordinate these stakeholders’conflict,local universities should take an industrial-oriented entrepreneurial response from following aspects:building strong leadership core,expanding developmental periphery,diversifying financing base,stimulating academic heartland and creating an entrepreneurial culture.
