中文摘要：近年来,与日俱增的建筑废弃混凝土是建筑垃圾中最有利用价值的部分,不仅能有效缓解目前砂石行业的困境,还能产生一定的经济、社会以及环境效益,但却没能得到合理利用。面对这种情况,2018年上海市石材行业协会因地制宜率先制定了T/SHST 000001—2018《建筑废弃混凝土再生处理临时场所建设与技术标准》,而作为当前国内本领域首部标准,经过近一年的实施,企业与标准的互适性亟待评估。通过实地调研、问卷调查以及电话访谈交流等形式,围绕团体标准中规定的经营主体要求、处理点建设、环保设施配制和技术措施实施、再生处理技术及工艺流程、再生骨料试验室配制及质量检测情况以及处理点运营管理现状等内容对上海市5家临时场所展开了调查与分析,结果表明该标准的实施促进了上海市废弃混凝土临时处理场所的合法化、规范化建设,提高了废弃混凝土的资源化利用率,并获得了较满意的综合效益,对推动本市乃至全国废弃混凝土资源化可持续发展具有一定的推广作用。

外文摘要：Currently,the growing amount of waste concrete is the most valuable part of the construction and demolition waste.It can not only effectively alleviate the current pressure due to the shortage of natural resources,but also produce certain economic,social and environmental benefits.However,it has not been properly reused.To solve the problem,in 2018,the Shanghai Stone Industry Association took the lead in formulating the“Construction and Technical Standard for Temporary Disposal of Waste Concrete”(T/SHST 000001—2018).As the first domestic standard in this field at present,after nearly a year of implementation,the mutual adaptability between enterprises and the standard needs to be evaluated urgently.In this study,through a series of field investigation,questionnaire survey and telephone interview,5 temporary sites in Shanghai were investigated and analyzed around the requirements of business subjects,the construction of treatment points,the allocation of environmental protection facilities and the implementation of technical measures,the technology and technological process of recycling treatment,the laboratory configuration and quality inspection of recycled aggregate,and the present situation of operation and management of processing sites.The results show that the implementation of the standard promotes the legalization and standardization of the temporary disposal site of waste concrete in Shanghai,improves the utilization ratio of waste concrete resources,and obtains satisfactory comprehensive benefits,which has a certain popularizing effect on promoting the sustainable development of waste concrete resources in this city and even in the whole country.
