中文摘要：高校结合实际制定"学术委员会规程"、重建学术委员会,推进"教授治学、民主管理",是现代大学制度建设的重要内容。实证调研发现:高校学术委员会在实际运行中尚存在诸多现实问题,改革试点高校的实践也表明当前亟待建章立制,改革和完善学术委员会的构成机制、决策机制和管理机制,难点和重点在于确立学术权力在高校的主导性地位,建立学术权与行政权的合理分治机制,从而有效保障学术权力的自治和独立。

外文摘要：The practical constitution of ＂Code of Conduct for the Academic Board＂, the reconstruction of the Academic Board and the enhancement of ＂democratic administration with academic power＂ contribute to the major contents of the system building in universities. A positive study discloses quite a handful of problems in the operation of the academic administration in universities to appealing for the establishment of relevant regulations, the reform and improvement of the structuring, decision-making and administrative systems. Therefore, this paper focuses on the establishment of academic power dominated system, and the separation of administrative power and academic power in order to guarantee the autonomy and independence of the academic power.
