中文摘要：新农村建设关键是使农民发挥主体作用,农民发挥主体作用是解决"三农"问题的关键所在。文章立足农民个体和农民整体二元层面视角、以经济较为发达的绍兴市为例,分析农民主体作用发挥情况。研究发现,农民个体层面已较为充分地发挥了主体作用,目前的主要问题是农民整体层面的主体作用不强。可通过采取改变农民要素拥有差异性、健全风险规避机制等方面措施,发挥农民整体层面上的主体作用。

外文摘要：The key of the new countryside construction is to enable farmers to play the main role,and farmers' playing the main role is the key to the 'three rural problems'.based on the two dimension perspectives of individual farmers and social farmers,this article aims to analyze the situation of the role of farmers by taking Shaoxing City as an example.The study concludes that farmers on the individual level have been playing the main role more fully but farmers on the social dimension do not have a strong role,which is the main problem at present.So this article suggests that changing the difference of elements allocation and improving the mechanism of risk aversion,etc,will help farmers to play the main role of social farmers.
