中文摘要：高校集人才培养、科学研究、服务社会三大职能为一体,促进高校科技成果转化是其服务社会功能的重要体现。高校科技成果转化需要相应的政策来保障它的顺利实施。近年来,激励高校科技成果转化不断被写进国家、地方和高校的有关政策中,政府有关部门也颁布了多项关于高校科技成果转化的政策。本文从政策对高校科技成果转化作用的角度,总结了我国高校科研成果转化政策的现状及存在的问题,提出完善我国高校科技成果转化政策的思路原则及相关建议。

外文摘要：University carry the missions of talent training, scientific research, and social service. Promoting the transformation of college researches into productivity is the prominent demonstration of its service to the society. However, this needs to be guaranteed by certain policies. In recent years, the transformation has been mentioned in polices of different levels, and governmental departments have published multiple policies focusing this issue. The current paper, from the perspective of how policy help technology transformation, analyzed the status quo of such policy making and certain problems faced during such process; and proposed certain principles and suggestions for the optimization of transformation policy making in China.
