中文摘要:上虞便民服务中心是全国首创的规范性"政府超市",实现了地方政府服务机制创新,初步形成了一套以便民、效能为取向的政府服务制度体系,获得了民众的广泛认同和上级政府的肯定,其经验被推广到了全国。这一地方政府管理创新是当代中国政府"以人为本"理念的重要体现。便民服务中心的实践表明:集权未必低效率,资源整合是提高政府效能的重要方式。

外文摘要:The Shangyu Administrative Service Center is a standard "government supermarket", the first of its kind in China. It is an embodiment of the innovation of the local governmental service mechanism, as evidenced by the emerging of a local governmental service mechanism emphasizing the offer of convenient service and efficiency orientation. The local governmental service mechanism innovation has gained public recognition and higher-level governments' affirmation, and has become something to learn from across the country. This local government management innovation well reflects the considerate attitude in the handling of people's affairs. The practice of the Convenient Service Center proves that centralization may not lead to the low efficiency, and that resources integrating is an important way to improve government efficiency.
