外文摘要：This paper examines that the effective government takes its service, responsibility and rule of law as its principles in new epoch. It unifies the government's vision, strategy and executive ability into the systematic operating process of the government. The government's executive ability is presented on the principle of administration by law and authorities-controlling lawfully, the participating governance, the new view of the government's achievements which are different from the tradition's and the learning ability of effectiveness and developing.
