外文摘要：By discussing on problems of inevitability of government function changed, government behavior criterion, came true basic manner during the transformation stage. The author considered at government which nust still act as main body role of sport resource scheme in the modern stage, at the same time, along with system adjust and that changed function gradually, in order to foster and maintenance function of market system.
