中文摘要：在我国多层级政府权力架构中,乡镇政府可行使的权力少、可支配的财力弱,但在社会管理、公共服务方面承担的事项多,围绕着条块体制和县乡关系,有关乡镇行政体制改革的争议不断。后农业税时代,经济发达地区的乡镇政府在经济发展、社会管理、公共服务等领域面临着与欠发达地区迥异的发展困境,因而在县乡府际关系调适的背景下,需要探索出一条乡镇行政体制改革的实践路径。本文以绍兴市为例,聚焦经济发达地区中心镇扩权改革的发展演进、组织架构设计及权力运行制约,进而探讨了服务型政府建设理念下中心镇行政体制改革的优化路径。

外文摘要：Among the power structure of the multi-level governmental system in China,the township governments usually have limited exercisable authority and weak disposable financial resources,but have to undertake more social management and public services.With the segmentation of trap and block and the relationship between counties and townships,the controversy concerning the reform of village and township administrative system is never stopped.Since the post-agricultural tax era,the township governments of the developed areas have been facing development difficulties in the areas of economic development,social management and public service,which are widely different from those of their counterparts in underdeveloped areas.Therefore,with the intergovernmental relations between counties and townships being adjusted,it is necessary to explore a practical approach to the reform of the township administrative system.Taking Shaoxing city as an example,this paper focuses on the evolution and development of the authority strengthening of the central towns in developed areas,the design of organizational structure,and power restriction.And then,based on the concept of service-oriented government construction,it discusses the optimizational path for the administrative system reform of the central towns.
