外文摘要：This paper examines that the importance and the feasibility of the policy network for controlling the risk contagion of Chinese social policy. According to the principle of the risk contagion, it has the risk contagion on the implementation of Chinese social policy. It endangers not only different policy levels of one social realm but also spread to different policy spaces of other social realms. The reason why it happens is that we have not focused on the importance of the "policy network" from the new view of Chinese social policy making. For the abilities of the policy network such as the ability of relations coordinating and benefits equilibrium and so on in policy making, the policy network will be the new frame for our public governance. It will not only control the risk contagion on the implementation of Chinese social policy but also benefit the new system building of the public service and the social policy perfectly, which will lead the development of Chinese social policy continually.
