中文摘要：城乡二元分割的户籍制度在资源分配上予以差别对待,形成户籍权益差异。自改革开放之初迄今,户籍制度改革并没有真正破除户籍制度上的"身份"性,具有明显的工具理性主义色彩。科学合理的户籍制度改革应从观念上和具体措施上加以扭转,从改革现行户籍制度所承载的户籍权益入手,从转变政府职能开始,搞好顶层设计和省级地方政府的统筹举措。

外文摘要：The current household registration system under urban and rural binary segmentation entities different rights to people with different household registration. Since the beginning of reform and opening up, the household registration system reform doesnt really get rid off its ＂identity＇＇ catachrestic. Scientific and rational household registration system reform should improve the idea and the specific measures completely, change the household registration rights in the existing household registration system, transform the government function, and make the top plan and improve the provincial specific measures as a whole.
