中文摘要：经济领域的供给侧改革理论可以应用到高等教育领域,尤其适合用来指导应用型大学人才培养的探索与实践。应用型大学人才培养的供给侧改革,前提条件在于“政府主动放权赋权、学校有效接权用权”,关键环节取决于师资队伍在整体上从传统型转向应用型,基本途径依靠“政用产学研”合作教育模式,培养目标正是市场需要的区域或者行业“适切性”应用型人才。但是,高等教育供给侧改革的任务不只是“精准性与有效性的教育供给”,还包括引领性的教育供给。适切性人才不一定属于引领性人才,引领性人才一定属于适切性人才。应用型大学人才培养的供给侧改革以培养引领性的应用型人才作为价值追求。

外文摘要：The supply-side reform theory in the economic field can be applied to the field of higher education.Particularly,it is suitable for guiding the exploration and practice of talent training in applied universities.The prerequisite for the supply-side reform of talent training in applied universities lies in the decentralization of authority and the expansion of school rights.The key link depends on the overall transformation of the teaching staff from the traditional type to the application-oriented type.The basic way depends on the“government,industry,university and research”cooperative education model,and the training goal is the“appropriate”application-oriented talents in the region or industry required by the market.However,the task of higher education supply-side reform is not only“education supply for accuracy and effectiveness”,but also the leading education supply.Appropriate talents do not necessarily belong to leading talents,and leading talents must belong to appropriate talents.The supply side reform of talent training in applied universities takes cultivating leading applied talents as the value pursuit.
