中文摘要：当前,中国农村社会空心化使得乡村公共治理面临的挑战与问题不断增加。基层政府与社会公众对传统乡贤的角色认知和功能定位出现了一定程度的异化。通过新乡贤参与乡村公共治理主要实践的调查研究,重新梳理与界定新乡贤的内涵与特点,从治理依据、治理主体、治理方式等层面提出新乡贤应具有乡村公共精神的引领者、基层政府与社会伙伴关系的协调者、基层文化智库建设的服务者等角色及其相应功能,以期进一步推动基层治理体系和治理能力现代化的实现。

外文摘要：At present,the rural hollowing in China increasingly leads to the challenges and problems in public governance. It follows that there has appeared a certain degree of alienation in the role cognition and function orientation of traditional rural sages in both the public and the grassroots governments. Through an investigation of the main practice of rural sages＇ participation in the village＇s public governance,the new rural sages＇ connotation and characteristics have been combed and then defined. Form the perspectives of governance basis,governance subject and governance method,the present paper interprets the role and function of the new rural sages as the guide of the rural public spirit,the coordinator of relations between the grassroots governments and social partnership,and the service provider for grassroots cultural think tanks with a view to realizing the modernization of the system and ability of grassroots governance.
