外文摘要：By applying SWOT analysis to analyze comprehensively on both inner conditions （advantages and disadvantages） and external environment （external chances and challenges）, it put forward that one should perfect the running mechanism of community care under the leading of the government, publicized extensively, standardize the service connotations, charging, and checking systems of community care, and promote the development of community care.
