中文摘要:教育选择权不证自明,但在当下中国具体的实施过程中存在问题,需要分析和应对。究其问题主要表现如下:一是权利主体的选择性理解有异;二是教育政策法律制定存在理解偏颇以及办学方式的等级化和教育内容的同质化矛盾;三是在教育选择权的执行方面存在权利僭越、学校选择性角色不清带来的利益化倾向、以及受教育者选择能力发育不全等问题。究其原因,体制内教育的问题促成教育选择权的觉醒;经济与社会发展为教育选择权的承载提供了保障;个性化的需求为教育选择权的行使注入活力。在教育选择权的实施上,需要在政策层面上加强对制度外教育的引导、规范和管理,发展壮大民办教育力量,积极推动制度化教育改革,为学生选择学校和课程提供条件;在学校层面落实学校专业自主权,在课程文化、教学组织方面突出特色,提供多元选择方案;在受教育者层面培育定向和选择能力。
外文摘要:The significance of educational choice is self-evident. But some problems exist in its implement in our country, which needs careful analysis and counter measures. The main problems are as follows: the first is the selective interpretation of the subject of the educational choice; the second is the misinterpretation of the educational policy and the conflicts between the hierarchical school running pattern and the homogeneity of the educational contents; the third is the misuse of the educational choice in its implement, the tendency of interest pursuit caused by the unclearly defined role of school, and the immaturity of the educatees in making education choice. Several factors account for the current situation. The problems existing in the national education system have wakened up the awareness of education choice; the economic and social development constitutes a guarantee for education choice; individualized needs infuse dynamism to? the exercise of educational choice. At government level, guidance, regulation and administration of the private school education need to be strengthened to develop private education. The reform of public education should be deepened to provide more school and curriculum options for students. At school level, professional autonomy should be developed. Special features need to be formed in constructing curriculum culture and instruction organization, and multiple choices should be made provided. At the level of educatees, the ability of orientation and choice must be fostered. These measures will contribute to the transformation of the education in our country and the enhancement of the education quality.
