中文摘要：长期以来,长三角环境公益分段保护的行政属性,违背了环境空间整体性提出的法治统一性要求,使长三角环境遭受破坏,区域竞争力降低的现状难以有效改观,导致经济、可持续发展与生态保护常态化受到影响。围绕立法、执法、司法三个环节,构建“虚拟行政区”机制,从建构区域整体性出发推进全流域“共建、共治、共享”治理格局,完善区域环境融合治理体系,推进长三角环境公益法治一体化,以实现长三角发展与环境保护一体化重大目标。

外文摘要：The administrative attribute of the segmented protection of environmental public interest in the Yangtze River Delta has violated the legal unity defined by the environmental integrity for long.This existing phenomenon results in environmental damage in the Yangtze River Delta,reduced regional competitiveness,and negative effects on the sustainable economic development and the normalization of ecological protection as well.The mechanism of“Virtual Administrative Region”should be established by strictly following the procedures of legislation,law enforcement and judicature.The further achievement of the integration of regional development and environmental protection in the Yangtze River Delta should not only involve the promotion of watershed governance of“Co-construction,Co-governance and Sharing”on the basis of regional integrity,but also the optimization of regional environment integrated collaborative governance system.
