中文摘要：研究目的:揭示宅基地使用权制度变迁与政治、经济、社会发展的互动关系及其变迁特征。研究方法:历史研究法和综合分析法。研究结果:当前经济社会的转型从根本上动摇了传统宅基地使用权存续的经济、社会基础,亟须改革。研究结论:宅基地制度的60年变迁史对我们的启示是:赋予宅基地使用权的可让与性不仅具有必要性,而且具有现实可能性;探索宅基地有偿使用制度是经济社会环境可持续发展的客观诉求;宅基地使用权初始取得的主体应以集体经济组织的成员为限。

外文摘要：The purpose of this paper is to reveal the mutual relations between the evolution of institutional change of rural residential land use fight and the development of political, economic and social factors, as well as their evolutional path. Research methods include history analysis and comprehensive analysis. The results indicate that current transition of economic society shakes the bases of economy and society of existence of traditional residential land use right, so the reform is imperative. It is concluded that the change history of rural residential land system in past sixty years reveals that it is necessary and possible to establish a new system for transferring the use right, which is a objective request for the sustainability of the society and economy. The land use right should only be distributed among the members of each collective economic organization before any following transfers.
