中文摘要：“枫桥经验”是“党领导人民创造的一整套行之有效的社会治理方案”,体现了基层组织自治的智慧。“枫桥经验”通过平安共建、干群共治、利益共享三种路径实现了基层社会秩序自治,形成了“三共联动”的新时代经验。“枫桥经验”充分发动群众、依靠群众的本质,与中国特色社会主义制度实践进路在国家一切权力属于人民的宪法要义下具有一致性。随着数据时代的到来,创新“枫桥经验”既是理论问题,也是实践需要。我们要深刻认知各地在仿效“枫桥经验”过程中可能存在的问题,主动强化“政治、自治、法治、德治、智治”的融合,在社会主义新型生产关系与生产力的视野中重读“枫桥经验”,从而深化法治与自治之间共治格局的意识,推进基层社会秩序自治沿着法治化道路前进。

外文摘要：FengQiao’s experience is a plan about social ruling by the CPC,and reflects the wisdom of local organization autonomy.The Fengqiao’s experience has realized the autonomy of grassroots social order through the three paths of safe co-construction,common governance of cadres and the masses and benefit sharing,and has formed“three communist interactions”in new era.FengQiao’s experience fully mobilizes the masses and relies on the nature of the masses,which is consistent with the development of the socialist system with Chinese characteristics under the constitutional principle that all powers of the state belong to the people.With the advent of the data age,innovation in the FengQiao’s experience is both a theoretical and practical issue.We must deeply understand the problems that may exist in the process of imitating FengQiao’s experience in various places,take the initiative to strengthen the integration of autonomy,rule of virtue,rule of law,politics,and wisdom.We must reread FengQiao’s experience in the perspective of new socialist production relations and productivity,so as to deepen the awareness of the pattern of cogovernance between the rule of law and autonomy,and promote the autonomy of grassroots social order along the path of rule of law.
