中文摘要：城中村是在一定的背景下形成的,它既具有城市的部分特征又显现着农村风貌的二重性,决定了城中村改造的必然性。本文以浙江省绍兴市为例,分析城中村改造是在条件成熟的情况下,经过模式选择、遵循相关原则、目标,由专业部门有序推进且不断发现问题、解决问题的运行过程。各个环节相互影响、相互制约,共同构成城中村改造的运行机制。

外文摘要：After the cancellation of the agricultural tax, the financial pressure of the township becomes increasing. In order to maintain and consolidate the rural grass-roots political power as well as the results of the reform of rural taxes and fees, we must speed up the reform of township institutions. Based on the rough dividing the national township into agricultural township and non-agricultural township, this paper proposes that agricultural township reform can be implemented township offices, and non-agricultural township needs to speed up the transformation of government functions in the premise of the regime reservation.
