外文摘要：On the basis of literature review and investigation, we promote the index system of factors affecting the development of textile and creative industry. Through questionnaire survey, descriptive statistics, and factor analysis, we revise the index system and divide it into two aspects: one is the capital basis and the other is the operating environment. The capital basis includes seven indexes: capital investment, human capital, knowledge capital,. textile industry basis, textile and creative industry basis, IT basis, and market demand; the operating environment consists of four indexes: policy and regulatory environment, work environment, business environment, and intellectual property protection environment. Based on the above indexes, the author discusses with the related personnel and ascertains the initial table of textile creativity index system (TCIS) after referring to the index system in the Statistical Yearbook from Shaoxing statistical information network. It includes two level-one indexes, 11 level-two indexes, and 34 level-three indexes. Then we investigate the leaders and experts from Shaoxing Bureau of Statistics, Science and Technology Bureau, and Shaoxing Bridge Textile and Creative Industries Base. After that, we revise and finalize the TCIS on the basis of index system in the Statistical Yearbook from Shaoxing statistical information network and that in the statistic reports of Shaoxing Bureau of Statistics, as well as affiliated service centers for the textile and creative industry and verify the revised TCIS in the actual application. The data is provided by Bureau of Statistics, Science and Technology Bureau, and the Business Bureau. The index weight is determined by combining expert research and scoring proportion. Because some index data is unavailable, we use a simplified index system for calculating the textile creativity index (TCI). With the calculation, we can see the textile and creative industry in China Textile City has undergone great development in 2010.
