中文摘要：工商资本下乡能有效补充乡村发展资源缺口,缩小农业生产力真空,缓解乡村空心化压力。但由于工商资本下乡涉及的不同利益主体之间存在着利益冲突,导致工商资本下乡政策出现异化,使国家对工商资本下乡持十分谨慎的态度。只有从中国现实国情出发,突破主观认识局限,客观理性地分析工商资本下乡的利弊,在坚持局部利益服从整体利益、地方利益服从中央利益的大前提下,对工商资本下乡不同主体的利益进行有效协调,并不断改善工商资本下乡的发展环境,充分发挥工商资本下乡的积极作用。

外文摘要：Industrial and commercial capital going to the countryside can effectively supplement the resource gap of rural development,narrow the vacuum of agricultural productivity,relieve the pressure of rural hollowing,and maintain national food security and social stability.However,conflicts of interest among different subjects has brought policy alienation,so the state maintains a certain degree of prudence to it.Therefore,we should start from China’s actual national conditions,break through the limitations of subjective understanding,objectively and rationally analyze advantages and disadvantages of industrial and commercial capital going to the countryside,effectively coordinate the interests of different subjects on the premise that partial interests are subordinate to overall ones and local interests are subordinate to the central interests,and constantly improve the development environment,so as to give full play to the positive role of industrial and commercial capital in going to the countryside.
