中文摘要：女村委专职专选是一项地方政府主动推动、以性别平等为取向的基层民主制度创新。在C镇第八届村委会选举中,达到了增加村委会中的女性人数和比例的直接目的,促进了农村妇女的选举参与。但是,对于提高农村妇女地位,促进男女平等未能发生实质性的功效。在村委会选举和村庄治理的实际运作中,出现了种种偏离制度设计的现象。实践表明,制度创新需要奠定必要的"合法性"基础;农村男女平等不仅需要制度创新的推动,关键是要教育妇女,提升农村妇女的自身素质。

外文摘要：The special election of female member of villagers’ committee is a gender equality-oriented innovation of election system promoted by local governments. In the eighth villagers’ committee election in C town, the number and the ratio of women participating in the villagers’ committee have risen, which promoted women’s participation in election. However, it failed to achieve a substantial effect in promoting women’s position and the equality between men and women. In the actual process of the villagers’ committee election, there are all sorts of deviation from the system Design. Practice shows that the system of innovation needs 'legitimacy' basis; equality between men and women needs to promote institutional innovation, it is more important to educate women to improve their own quality.
