中文摘要：地方院校人才培养模式的理念问题直接关涉高等教育今后发展的走向。在此,地方院校应把基于知识复合型与能力复合型二者融合基础之上所形成的一种对知识的实际运用能力为主的人才,作为应用型人才培养模式的理念。构建这个关键在于彰显"地方性"和"特色性"两个要素,具体实施的路径主要有:确立"合格+个性"人才培养目标,进一步改革教育教学的模式和管理,创建"合格+特色"人才培养的课程体系,建构紧密型的产学研合作体系等四个方面。

外文摘要：The training mode of local universities matters to future higher education. Local universities ought to prefer the conception, based on the idea of combining knowledgeand ability, of talents with practical application of knowledge as application - orientedpersonnel to be trained. The key is to highlight tWo factors, local and special. There are two ways of specific implementation： establishing training target ＂qualified ＋ personal＂ ; further reforming the mode of education and teaching and management; creating traing curriculum ＂qualifiesd ＋ spe- cial＂ ; building the cooperation system of production, study and research.
