外文摘要：We have experienced a variety of urban public emergencies such as the underground's accident in Hangzhou and so on. Though we have successfully gone through the challenge of urban public emergency, we also not difficult to discover that our country's urban public emergency contingency management mechanism has obvious defects, and completing the urban public emergency contingency management mechanisms will be an effective measure to reduce the loss of public emergency. The Party's report of 17 clearly pointed out that we should do our best to perfect the mechanism of emergency management. So it is important for us to establish the complete urban public emergency management mechanism quickly which helps for promoting China's modernization and making a society harmonious. Based on the relevant theory about the cities' sudden public events and the emergency management mechanisms of developed countries, we are going to compare and study the typical cases both at home and abroad and make the problems of the China's urban public emergency management mechanism clearly. Then we will propose some measures to improve China's urban public emergency response mechanism to reduce the loss caused by the urban public emergency and provide a good public security for building a harmonious society according to the successful experience in developed countries.
